A High Risk Work License is an authorisation that allows you to lawfully work with certain high risk equipment and plant machinery that could potentially cause serious injury. There are 29 classes of High Risk Work Licenses that include authorisations for scaffolding, rigging, pressure equipment operation, cranes, and hoist and forklift operation.
Accordingly, many employees in industries such as construction, mining and forestry are required to obtain a High Risk Work License in Victoria. Particularly if they are operating a forklift, which requires a WorkSafe Victoria forklift licence.
What are the classes of the High Risk Work License?
As mentioned before, there are 29 classes of High Risk Work Licenses to use the following types of plant and high risk equipment:

So, how do I obtain a High Risk Work License in Victoria?
Applying for a high risk work license involves a few key steps:
- Choose a Registered Training Organisation (RTO):
Start by enrolling in an accredited course through an RTO that is approved to deliver high risk work license training, including the WorkSafe Victoria forklift licence course. - Complete Training and Assessment:
Attend the training sessions, demonstrate competency, and pass the practical and written assessments. - Receive a Notice of Assessment:
After successfully completing the course, you will receive a Notice of Assessment (also known as an Assessment Number). - Apply a Within 60 Days:
You must submit your license application online via the WorkSafe Victoria website or at an authorised Australia Post location within 60 calendar days. Otherwise, you’ll be required to retake the assessment. - Submit Proof of Identity:
Photo ID is required during training registration and when applying for the license.
What Are the Qualifications for a High Risk Work License?
To be eligible for, you must:
- Be at least 18 years old
- Complete training with a Registered Training Organisation (RTO)
- Pass the assessment process (theory and practical)
- Apply with proper identification and documentation within 60 days of assessment

A registered training organisation provides and assesses nationally recognised training programs and qualifications. Only a registered training organisation can issue qualifications such as High Risk Work Licenses and other programs by the Australian Skills Quality Authority. Consequently, you can obtain a High Risk Work License in Victoria such as the WorkSafe Victoria forklift licence, by going through a registered training organisation.
